SEC. 32. Paragraph (e) of Section 62 of the same decree is hereby amended to read as follows: "SECTION 62. Regulations.—* * * * "(e) Personnel.—The training of personnel who operate or manage local water utilities. For this purpose, at least a majority of the personnel of a local water district must have satisfactorily completed appropriate training courses, programs or seminars conducted by the Administration, and must be holders of a certificate of completion or competence, as the case may be, before a certificate of conformance is issued to the water district. "For certain positions which the Administration may specify, only those persons possessing, or in the case of subsequent appointments, only persons who will undergo training and shall have obtained within six months, a certificate of completion or competence, as the case may be, shall be appointed."
