Section 10

SEC. 10. Section 15 of the same Act is hereby amended to read as follows: "SECTION 15. Incorporation. The members of the first Board of Directors shall be elected by the stockholders and the incorporation shall be held to have been effected from the date of the first meeting of such Board."
