Section 10

SEC. 10. Applications of Civil Service Law and Rules.— All officers and employees of the Administration shall be subject to the Civil Service Law and Rules, except those whose positions may, upon recommendation of the Board of Directors, be declared by the President of the Philippines policy determining, primarily confidential or technical in nature.
