SEC. 9. The Commissioner of Civil Service shall be the executive officer of the Board, and shall conduct the examinations given by the Board and shall designate any subordinate officer of the Bureau of Civil Service to act a secretary of the Board. All records and minutes of the Board, including all examination papers, shall be kept by the Bureau of Civil Service.
