SEC. 2. All data prescribed to be gathered by this Act or by regulations issued under this Act shall be as of twelve o'clock of the night preceding Census Day: Provided, That if it shall be deemed necessary to require that the enumeration of any part or parts of the Philippines should begin before Census Day, the President shall, by proclamation, fix the time when enumeration shall begin.
