Section 1
SECTION 1. The sum of fifty million pesos is hereby appropriated for the fiscal year nineteen hundred sixty-four to nineteen hundred sixty-five, and similar amount is authorized to be appropriated annually thereafter for the succeeding nineteen years, out of any funds in the National Treasury not otherwise appropriated, and such authorization of funds shall be reflected in the President's budget, to carry out a twenty-year public elementary school construction program. Of the amount of fifty million pesos appropriated for the fiscal year nineteen hundred sixty-four to nineteen hundred sixty-five, the sum of six million pesos shall be made available for the repair, reconstruction, and improvement of existing public elementary school buildings, and shall be released as herein after provided in Section three of this Act.
