SEC. 2. There is hereby created a committee to be composed of the Secretary of Education, as chairman, and the Secretary of Public Works and Communications and the Secretary of Finance as members, which shall adopt a twenty-year public elementary school building program covering all municipalities and cities throughout the country to provide adequate permanent and semi-permanent public elementary school buildings to house the growing school population of the country. The said committee shall cause the preparation of plans and specifications for standardized public elementary school buildings, one type for urban communities and another type for rural communities, taking into consideration functionality, economy without sacrificing strength and durability, and aesthetics; and incorporating plans for landscaping.
