SEC. 3. Section two of the same Act is hereby amended to read as follows: "SEC. 2. The Eulogio Rodriguez Memorial School of Arts and Trades shall be headed by a superintendent of arts and trades whose salary shall be the same amount as that of the superintendent in a first class city. The present head of the school shall become its first superintendent and the assistant principal shall become the head of the technical education department. Thereafter, the superintendent shall be appointed by the Secretary of Education upon the recommendation of the Director of Vocational Education. The head of the technical education department, together with the other personnel of this department, shall be appointed by the Director of Vocational Education upon the recommendation of its superintendent subject to existing rules and regulations.
