Section 5

SEC. 5. Section four of the same Act is hereby amended to read as follows: "SEC. 4. The school registrar and other needed staff personnel in said office shall be appointed by the Director of Vocational Education upon the recommendation of the superintendent and their salaries shall be paid out of national funds."
