SEC. 6. Section five of the same Act is further amended to read as follows: "SEC. 5. The operation and maintenance of the technical education department and technology department shall be financed by the National Government. The appointment of instructors and professors to these departments shall be based upon proven competence and not necessarily upon qualification in civil service examinations."
