SEC. 8. The same Act is further amended by inserting immediately after Section six thereof a new section which shall read as follows: "SEC. 6-A. The City Government of Manila is authorized to establish a vocational-technical school in each of its congressional districts as branches of the Eulogio "AMANG" Rodriguez Institute of Science and Technology or may convert any of its existing secondary schools upon recommendation of the President of the Eulogio "AMANG" Rodriguez Institute of Science and Technology in consultation with the City Government of Manila and approval by the Secretary of Education. Each of these district branches shall be headed by a vocational technical superintendent with salary as much as those given to school of arts and trades superintendents. The operation and maintenance of these district vocational-technical schools shall be financed by the City Government of Manila."
