SEC. 7. Section six of the same Act is further amended to read as follows: "SEC. 6, The operation and maintenance of the science and arts department, vocational-technical teacher education department, the graduate education department and secondary department of the school, including its day and evening vocational school departments, but excluding the technical education department and technology department shall be financed by the Government of the City of Manila. In addition to funds taken from other sources, at least, fifteen percent of the funds raised for the City of Manila under Republic Act Numbered Five thousand four hundred and forty-seven as amended must be appropriated for the said departments of the institute. The present teachers and other personnel of Rodriguez Vocational High School shall continue in the same capacity under the secondary and vocational departments of the institute of science and technology. The secondary department shall have a principal whose salary shall not be less than ten thousand pesos per annum and assistant principals who shall be appointed by the Director of Vocational Education upon the recommendation of the president of the institute."
