Section 10

SEC 10. This Act shall take effect fifteen (15) days from the date of its publication in at least two (2) newspapers of general circulation in the Philippines. Approved, lapsed into law on June 4, 1992 without the President signature in accordance with Article VI, Section 27(1) of the Constitution.
