Article 1
Subject matter and scope 1. This Regulation lays down detailed rules for the implementation of the simplified scheme for payments to be made under certain support schemes provided for in Article 2a of Regulation (EC) No 1259/1999 (hereinafter "the simplified scheme"). 2. By way of derogation from the provisions listed in the Annex, farmers may receive payments as provided for in Article 2a(1) of Regulation (EC) No 1259/1999 under the conditions set out in this Regulation. The rules contained in the Regulations implementing the provisions referred to in the Annex shall continue to apply to the extent that this Regulation does not contain special rules.
