Article 36

1.   The budget shall be implemented by the Director in the departments placed under his/her authority. 2.   Technical expertise tasks and administrative, preparatory or ancillary tasks involving neither the exercise of public authority nor the use of discretionary powers of judgement may be entrusted by contract to external private-sector entities or bodies, where this proves to be indispensable.
