s 3 Declaration and determination of status of local authority areas
For the administration of local government under this Act, the State Authority, in consultation with the Minister and the Secretary of the Election Commission, may by notification in the Gazette—
(a) declare any area in such State to be a local authority area;
(b) assign a name to such local authority area;
(c) define the boundaries of such local authority area; and
(d) determine the status of the local authority for such local authority area and such status shall be that of a Municipal Council or a District Council.

Pengisytiharan dan penetapan taraf kawasan pihak berkuasa tempatan
Bagi pentadbiran kerajaan tempatan di bawah Akta ini, Pihak Berkuasa Negeri, dengan berunding dengan Menteri dan Setiausaha Suruhanjaya Pilihanraya, boleh, melalui pemberitahuan dalam Warta—
(a) mengisytiharkan mana-mana kawasan dalam Negeri itu menjadi suatu kawasan pihak berkuasa tempatan;
(b) memberi suatu nama kepada kawasan pihak berkuasa tempatan itu;
(c) menentukan sempadan bagi kawasan pihak berkuasa tempatan itu; dan
(d) menetapkan taraf pihak berkuasa tempatan bagi kawasan pihak berkuasa tempatan itu dan taraf itu adalah taraf Majlis Perbandaran atau Majlis Daerah.
