In this Act, unless the context otherwise requires- Interpreta- "Board" waans the social and Welfare services tion. Lotteries Board established under section 3; "Chairman" means the Chairman of the Board appointea under section 4 (1) and includes any member of the Board appointed by the Minister to act in place of the Chairman during such time as the Chairman is by reason ot absence irom the country or illness or for any other reason unable to act; "Minister" means responsibility for social welfare; the Minister charged with the 132158.1 "public lottery" means any game method or device whereby money or money's worth is distributed or allotted in any manner depending upon or to be determined by chance or lot and to which the publc or any class of the public has or may have access. -
