s 6 Functions of the Commissioner
(1) Subject to the provisions of this Act, the functions of the Commissioner shall be to regulate, control and plan the development of all lands within the Federal Territory and the use of such lands and buildings and to perform any such other functions as the Minister may assign to him.
(2) In particular and without prejudice to the generality of the foregoing provisions, the Commissioner may, and shall if directed by the Minister—
(a) prepare and implement the development plan;
(b) undertake, assist and encourage the collection, maintenance and publication of statistics, bulletins and other publications relating to town planning;
(c) prepare and furnish reports relating to the working of this Act; and
(d) perform any other function which is supplemental, incidental or consequential to any of the functions aforesaid or which may be assigned by the Minister.
(3) The Commissioner may exercise all such powers as may be necessary or expedient for the purposes of carrying out his functions under this Act.

Tugas Datuk Bandar
(1) Tertakluk kepada peruntukan Akta ini, tugas Datuk Bandar ialah mengatur, mengawal dan merancang pembangunan semua tanah dalam Wilayah Persekutuan dan kegunaan tanah dan bangunan itu
dan melaksanakan apa-apa tugas lain sebagaimana yang diberikan oleh Menteri kepadanya.
(2) Secara khusus dan tanpa menyentuh keluasan peruntukan di atas, Datuk Bandar boleh, dan hendaklah jika diarahkan oleh Menteri―
(a) menyediakan dan melaksanakan pelan pembangunan;
(b) mengusahakan, membantu dan menggalakkan pemungutan, penyenggaraan dan penyiaran perangkaan, buletin dan penyiaran lain yang berhubungan dengan perancangan bandar;
(c) menyediakan dan mengemukakan laporan berhubungan dengan perjalanan Akta ini; dan
(d) melaksanakan apa-apa tugas lain yang menjadi tambahan kepada, bersampingan dengan atau berbangkit daripada apa-apa tugas yang tersebut di atas atau yang mungkin diberikan oleh Menteri.
(3) Datuk Bandar boleh menjalankan semua kuasa sebagaimana yang perlu atau suai manfaat bagi maksud menjalankan tugasnya di bawah Akta ini.
