s 41 Power to make regulations
(1) The Yang di-Pertuan Agong may make regulations for carrying out the provisions of this Act.
(2) Without prejudice to the generality of subsection (1), such regulations may provide for any of the following matters:
(a) regulating the conduct of marine scientific research within the exclusive economic zone and on the continental shelf;
(b) prescribing measures for the protection and preservation of the marine environment of the exclusive economic zone, including conditions to be complied with by foreign vessels before entering any port or the internal waters of Malaysia or calling at any offshore terminal;
(c) regulating the construction, operation and use of artificial islands and of other installations and structures within the exclusive economic zone or on the continental shelf, including the establishment of safety zones around such islands, installations and structures;
(d) regulating the exploration and exploitation of the exclusive economic zone for the production of energy from the water, currents and winds and for other economic purposes;
(e) providing for such other matters as are necessary or expedient for giving full effect to Malaysia’s rights in and jurisdiction over the exclusive economic zone and the continental shelf.

(1) Yang di-Pertuan Agong boleh membuat peraturan-peraturan bagi melaksanakan peruntukan-peruntukan Akta ini.

(2) Tanpa menjejaskan keluasan subseksyen (1) peraturan-peraturan tersebut boleh memperuntukkan 1 bagi apa-apa perkara berikut:
(a) mengawalselia penjalanan penyelidikan saintifik laut dalam zon ekonomi eksklusif dan pelantar benua; b) men ppkan larakal-anama sokgape liuzan ekonomi eksklusif, termasuk syarat-syarat yang akan dipatuhi oleh vesel-vesel asing sebelum memasuki mana-mana pelabuhan atau peraıran pendalaman Malaysia atau yang melawat mana-mana perhentian luar pantai;
(c) mengawalselia pembinaan, pengendalian dar penggunaan pulau-pulau buatan dan pepasangan-pepasangan dan struktur-struktur lain dalam zon ekonomi eksklutif atau pelantar benua, termasuk penubuhan zon-zon keselamatan di sekeliling pulau buatan, pepasangan dan struktur tersebut;
(d) mengawalselia penjelajahan dan pengeksploitan zon ekonomi eksklusif bagi pengeluaran tenaga dari air, arus dan angin dan bagi maksudmaksud ekonomi lain;
(e) memu aran suaimantaa bagi erkaguatkuasyang hak-hak dan bıdang kuasa Malaysıa ke atas zon ekonomi eksklusif dan pelantar benua.
