s 13 Powers and duties of the Director General

(1) The Director General shall be the chief executive officer of the Institute and shall, apart from having such powers and duties specified in subsection (2) or as the Board thinks fit to confer or impose on him, have all the powers and duties necessary for carrying out the administration and technical functions of the Institute. (2) The Director General shall— (a) submit for the approval of the Board— (i) annual programmes of research; and (ii) the estimates of revenue and expenditure necessary to carry out the activities of the Institute including the annual programmes of research and for the administration of the Institute; (b) ensure that the approved programmes are duly implemented and that the expenditure for carrying out the approved programmes as well as for the administration of the Institute, is in accordance with the estimates approved by the Board; (c) keep the Board fully informed of the progress of research, development and advisory work, and to prepare and submit to the Board as soon as possible after the end of each financial year a report dealing with the administration of the Institute accompanied by a statement of income and expenditure for the year just ended together with a balance sheet as at the end of the year; and (d) be responsible for providing and maintaining the necessary secretariat services for the Board. (3) In the exercise of his powers and the performance of his duties, the Director General shall be assisted by the Deputy Director General. (4) Where the Director General is temporarily unable to exercise his powers and duties on grounds of sickness, absence or any other cause, the Deputy Director General shall exercise the powers and duties of the Director General.

Kuasa dan tugas Ketua Pengarah

(1) Ketua Pengarah hendaklah menjadi ketua pegawai eksekutif Institut dan hendaklah, selain mempunyai apa-apa kuasa dan tugas yang ditetapkan dalam subseksyen (2) atau sebagaimana difikirkan patut oleh Lembaga untuk memberi atau mengenakan ke atasnya, mempunyai semua kuasa dan tugas yang perlu untuk menjalankan pentadbiran dan fungsi teknik Institut. (2) Ketua Pengarah hendaklah— (a) mengemukakan untuk keluluskan Lembaga— (i) program penyelidikan tahunan; dan (ii) anggaran hasil dan anggaran perbelanjaan yang perlu bagi menjalankan aktiviti Institut termasuk program penyelidikan tahunan dan bagi pentadbiran Institut; (b) memastikan bahawa program yang diluluskan dilaksanakan dengan sewajarnya dan bahawa perbelanjaan bagi menjalankan program yang diluluskan dan juga bagi pentadbiran Institut, adalah menurut anggaran yang diluluskan oleh Lembaga; (c) sentiasa memberitahu Lembaga dengan sepenuhnya akan kemajuan penyelidikan, pembangunan dan perkhidmatan nasihat, dan menyediakan dan mengemukakan kepada Lembaga dengan seberapa segera yang boleh selepas tamatnya tiap-tiap tahun kewangan suatu laporan berkenaan dengan pentadbiran Institut yang disertakan dengan suatu penyata pendapatan dan perbelanjaan bagi tahun yang baru sahaja berakhir itu bersama-sama dengan kunci kira-kira seperti pada akhir tahun itu; dan (d) betanggungjawab bagi mengadakan dan menyelenggarakan perkhidmatan kesetiausahaan yang perlu bagi Lembaga. (3) Pada menjalankan kuasa dan pada melaksanakan tugasnya, Ketua Pengarah hendaklah dibantu oleh Timbalan Ketua Pengarah. (4) Jika Ketua Pengarah tidak dapat, bagi tempoh sementara, menjalankan kuasa dan tugasnya oleh sebab sakit, tidak hadir atau atas apa-apa sebab lain, Timbalan Ketua Pengarah hendaklah menjalankan kuasa dan tugas Ketua Pengarah itu.
