s 12 Appointment of officers and servants of the Institute
(1) The Minister shall appoint a Director General of the Institute.
(2) The Board shall appoint a Deputy Director General of the Institute and may also appoint such number of other officers and servants of the Institute as it considers necessary and expedient for the exercise of its functions.
(3) The appointments of the Director General and the Deputy Director General shall be published in the Gazette.
(4) The Board shall, before establishing or modifying any scheme of service for officers and servants of the Institute, including the terms and conditions of service and the salaries, any pensions scheme, and any scheme relating to allowances and other remuneration, obtain the approval of the Treasury and the Public Services Department.

Pelantikan pegawai dan pekhidmat Institut
(1) Menteri hendaklah melantik seorang Ketua Pengarah Institut.
(2) Lembaga hendaklah melantik seorang Timbalan Ketua Pengarah Institut dan boleh juga melantik seberapa ramai pegawai dan pekhidmat lain Institut sebagaimana difikirkannya perlu dan suai manfaat bagi menjalankan fungsinya.
(3) Pelantikan Ketua Pengarah dan Timbalan Ketua Pengarah hendaklah disiarkan dan Warta.
(4) Lembaga hendaklah, sebelum menubuhkan atau mengubah suai apa-apa skim perkhidmatan bagi pegawai dan pekhidmat Institut, termasuk terma dan syarat perkhidmatan dan gaji, apa-apa skim pencen, dan apa-apa skim yang berhubungan dengan elaun dan apa-apa saraan lain, mendapatkan kelulusan Perbendaharaan dan Jabatan Perkhidmatan Awam.
