(1) Subject to the following provisions of this Part and any regulation made under this Act, a licensee shall upon being required
to do so by the owner or occupier of any premises situated within the area of supply of gas—
(a) give a supply of gas to those premises; and
(b) provide all things as may be reasonably necessary for that purpose.
(2) Where any person requires a supply of gas under subsection
(1) he shall give to the licensee a notice specifying—
(a) the premises in respect of which the supply is required;
(b) the day on which the supply is required to commence;
(c) the quantity which may be required at any time;
(d) the minimum period for which the supply is required to be given; and
(e) the pressure at which the supply is required.
(3) Where a licensee receives from any person a notice under subsection (2) requiring him o give a supply of gas to any premises and—
(a) he has not previously given supply of gas to those premises;
(b) the giving of the supply of gas requires the provision of pipelines or other installations; or
(c) other circumstances exist which make it necessary or expedient for him to do so,
the licensee shall, as soon as practicable after receiving that notice, give to the person a notice under subsection (4).
(4) A notice under this subsection shall—
(a) state the extent to which the proposals specified in the notice under subsection (2) are acceptable to the licensee and specify any counter proposals made by the licensee;
(b) state whether the prices to be charged by the licensee will be determined by a tariff under section 13, or by a special agreement under subsection 18(1) and specify the tariff or the proposed terms of the agreement;
(c) specify any payment which the person will be required to make under subsection 16(1); and
(d) specify any security which the person will be required to give under section 17.
(5) In this section and in sections 15 to 18 of this Part—
(a) any reference to giving a supply of gas includes a reference to continuing to give such a supply; and
(b) any reference to requiring a supply of gas includes a reference to continuing to require such a supply.

Kewajipan untuk membekalkan gas apabila diminta
(1) Tertakluk kepada peruntukan yang berikut dalam Bahagian ini dan mana-mana peraturan yang dibuat di bawah Akta ini, seseorang pemegang lesen hendaklah apabila dikehendaki berbuat demikian oleh pemunya atau penghuni mana-mana premis yang terletak di dalam kawasan pembekalan gas—
(a) memberikan bekalan gas ke premis itu; dan
(b) mengadakan segala benda yang semunasabahnya perlu bagi maksud itu.
(2) Jika mana-mana orang menghendaki bekalan gas di bawah subseksyen (1), dia hendaklah memberi pemegang lesen suatu notis yang menyatakan—
(a) premis yang berkenaan dengannya bekalan itu dikehendaki;
(b) hari bekalan itu dikehendaki bermula;
(c) kuantiti yang dikehendaki pada bila-bila masa;
(d) tempoh minimum bekalan itu dikehendaki supaya diberikan; dan
(e) tekanan yang dikehendaki bagi bekalan itu.
(3) Jika seseorang pemegang lesen menerima daripada mana-mana orang suatu notis di bawah subseksyen (2) yang menghendakinya memberikan bekalan gas ke mana-mana premis dan—
(a) dia belum pernah sebelum ini memberikan bekalan gas ke premis itu;
(b) pemberian bekalan itu memerlukan pengadaan talian paip atau pepasangan lain; atau
(c) hal keadaan lain wujud yang menjadikan perlu atau suai manfaat dia berbuat demikian,
pemegang lesen itu hendaklah, dengan seberapa segera yang praktik selepas menerima notis itu, memberi orang itu suatu notis di bawah subseksyen (4).
(4) Sesuatu notis di bawah subseksyen ini hendaklah—
(a) menyatakan setakat mana cadangan yang dinyatakan dalam notis di bawah subseksyen (2) dapat disetuju terima oleh pemegang lesen dan menyatakan apa-apa cadangan balas yang dibuat oleh pemegang lesen;
(b) menyatakan sama ada harga yang akan dikenakan oleh pemegang lesen akan ditentukan melalui suatu tarif di bawah seksyen 13 atau melalui suatu perjanjian khas di bawah subseksyen 18(1) dan menyatakan tarif itu atau terma yang dicadangkan bagi perjanjian itu;
(c) menyatakan apa-apa bayaran yang akan dikehendaki supaya dibuat oleh orang itu di bawah subseksyen 16(1); dan
(d) menyatakan apa-apa cagaran yang akan dikehendaki supaya diberikan oleh orang itu di bawah seksyen 17.
(5) Dalam seksyen ini dan dalam seksyen 15 hingga 18 Bahagian ini—
(a) apa-apa sebutan mengenai pemberian bekalan gas termasuklah sebutan mengenai penerusan pemberian bekalan sedemikian; dan
(b) apa-apa sebutan mengenai menghendaki bekalan gas termasuklah sebutan mengenai terus menghendaki bekalan sedemikian.
