s 70 Change in the ownership of National Heritage
(1) There shall be no change in respect of the ownership of any National Heritage except by—
(a) inheritance; or
(b) sale, with the prior approval of the Commissioner.
(2) Where the owner, custodian or trustee intends to sell a National Heritage, that owner, custodian or trustee shall give priority to the Commissioner to purchase that National Heritage on an agreed value or upon the instruction of the Commissioner to deal with in such manner that the Commissioner deems fit.
(3) Where there is any dispute between the Commissioner and the owner as to the reasonable compensation for such National Heritage, such dispute shall be referred to the Minister whose decision shall be final.
(4) Where a sale is effected pursuant to paragraph (1)(b) the owner, custodian or trustee and the purchaser shall inform in writing to the Commissioner within thirty days after the change in ownership and the Commissioner shall cause to be made the necessary amendment in the Register.

Pertukaran pemunyaan Warisan Kebangsaan
(1) Maka tidak boleh ada pertukaran berkenaan dengan pemunyaan mana-mana Warisan Kebangsaan kecuali melalui—
(a) pewarisan; atau
(b) penjualan, dengan kelulusan Pesuruhjaya terlebih dahulu.
(2) Jika pemunya, penjaga atau pemegang amanah berniat untuk menjual suatu Warisan Kebangsaan, pemunya, penjaga atau pemegang amanah itu hendaklah memberi keutamaan kepada Pesuruhjaya untuk membeli Warisan Kebangsaan itu pada nilai yang dipersetujui atau atas arahan Pesuruhjaya untuk diuruskan mengikut apa-apa cara yang difikirkan patut oleh Pesuruhjaya.
(3) Jika terdapat apa-apa pertikaian antara Pesuruhjaya dengan pemunya mengenai pampasan yang munasabah bagi Warisan Kebangsaan itu, pertikaian itu hendaklah dirujukkan kepada Menteri yang keputusannya adalah muktamad.
(4) Jika suatu penjualan telah dilakukan menurut perenggan (1)(b), pemunya, penjaga atau pemegang amanah dan pembeli hendaklah memberitahu secara bertulis kepada Pesuruhjaya dalam masa tiga puluh hari selepas pertukaran pemunyaan dan Pesuruhjaya hendaklah menyebabkan dibuat pindaan yang perlu dalam Daftar.
