s 31 Direction by Commission to facilities licensee to construct, operate and maintain new public water supply system or public sewerage system
(1) Where the Commission requires, in such circumstances as may be prescribed by the Minister—
(a) a new public water supply system or public sewerage system to be constructed and installed in a particular location which does not have such systems in place; or
(b) to extend the existing public water supply system or public sewerage system to a particular location which does not have such systems in place,
to supply water or provide sewerage services to consumers at that location, the Commission may direct a facilities licensee to construct or install or to cause the construction or installation of such systems.
(2) Notwithstanding subsection (1), the Commission shall obtain the prior approval of the Federal Government before it directs a facilities licensee that needs funding from the Federal Government to carry out a direction of the Commission under this section.
(3) On the completion of the construction or installation of the water supply system or sewerage system referred to in subsection
(1), the Commission may direct a service licensee to operate and maintain the systems.

Arahan oleh Suruhanjaya kepada pemegang lesen kemudahan untuk membina, mengendalikan dan menyenggarakan sistem bekalan air awam atau sistem pembetungan awam yang baru
(1) Jika Suruhanjaya menghendaki, dalam apa-apa hal keadaan yang ditetapkan oleh Menteri—
(a) suatu sistem bekalan air awam atau sistem pembetungan awam yang baru dibina dan dipasang di suatu lokasi tertentu yang tidak mempunyai sistem sedemikian; atau
(b) untuk memperluas sistem bekalan air awam atau sistem pembetungan awam yang sedia ada ke suatu lokasi tertentu yang tidak mempunyai sistem sedemikian,
untuk membekalkan air atau menyediakan perkhidmatan pembetungan kepada pengguna di lokasi itu, Suruhanjaya boleh mengarahkan pemegang lesen kemudahan untuk membina atau memasang atau menyebabkan pembinaan atau pemasangan sistem sedemikian.
(2) Walau apa pun subseksyen (1), Suruhanjaya hendaklah mendapatkan kelulusan terdahulu Kerajaan Persekutuan sebelum ia mengarahkan pemegang lesen kemudahan yang memerlukan pembiayaan daripada Kerajaan Persekutuan untuk menjalankan suatu arahan Suruhanjaya di bawah seksyen ini.
(3) Apabila siapnya pembinaan atau pemasangan sistem bekalan air atau sistem pembetungan yang disebut dalam subseksyen (1), Suruhanjaya boleh mengarahkan pemegang lesen perkhidmatan untuk mengendalikan dan menyenggarakan sistem itu.
