(1) The Appeal Tribunal shall consist of the following members who shall be appointed by the Minister:
(a) a Chairman; and
(b) at least two other members, or such greater number of members as the Minister thinks necessary.
(2) The Minister shall appoint a person who is a member of the Judicial and Legal Service of the Federation for at least ten years or who is a practising advocate and solicitor of the High Court for at least ten years to be the Chairman of the Appeal Tribunal.
(3) The appointment of the members of the Appeal Tribunal shall be published in the Gazette.
(4) A member of the Appeal Tribunal referred to in paragraph
(1)(b)—
(a) shall hold office for a term not exceeding three years; and
(b) shall be eligible for reappointment upon expiry of his term of office but shall not be appointed for more than two consecutive terms.

Keanggotaan Tribunal Rayuan
(1) Tribunal Rayuan hendaklah terdiri daripada anggota yang berikut yang hendaklah dilantik oleh Menteri:
(a) seorang Pengerusi; dan
(b) sekurang-kurangnya dua orang anggota lain, atau apa-apa bilangan anggota yang lebih ramai sebagaimana yang difikirkan perlu oleh Menteri.
(2) Menteri hendaklah melantik seseorang yang merupakan seorang anggota Perkhidmatan Kehakiman dan Perundangan Persekutuan selama sekurang-kurangnya sepuluh tahun atau yang merupakan seorang peguam bela dan peguam cara Mahkamah Tinggi yang sedang menjalankan amalan sekurang-kurangnya selama sepuluh tahun untuk menjadi Pengerusi Tribunal Rayuan.
(3) Pelantikan anggota Tribunal Rayuan hendaklah disiarkan dalam Warta.
(4) Seseorang anggota Tribunal Rayuan yang disebut dalam perenggan (1)(b) —
(a) hendaklah memegang jawatan selama tempoh tidak melebihi tiga tahun; dan
(b) hendaklah layak untuk dilantik semula setelah tamat tempoh jawatannya tetapi tidak boleh dilantik bagi lebih daripada dua tempoh yang berturut-turut.
