s 3 Appointment of Commissioner of Buildings and other officers
(1) The State Authority may, in respect of a local authority area or any other area, appoint an officer to be known as the Commissioner of Buildings and such other officers as may be necessary for the purposes of administering and carrying out the provisions of this Act.
(2) The Commissioner, subject to any general or special direction of the State Authority, shall have charge of the administration of this Act and Parts VI and VII of the Strata Titles Act 1985 and shall perform such other duties as are imposed and may exercise such powers as are conferred upon him by the Strata Titles Act 1985.
(3) Subject to any general or special direction of the Commissioner, the powers conferred and the duties imposed upon the Commissioner by this Act or any regulations made under this Act may be exercised or performed by any other officer appointed under subsection (1).

Pelantikan Pesuruhjaya Bangunan dan pegawai lain
(1) Pihak Berkuasa Negeri boleh, berkenaan dengan sesuatu kawasan pihak berkuasa tempatan atau mana-mana kawasan lain, melantik seorang pegawai yang hendaklah dikenali sebagai Pesuruhjaya Bangunan dan mana-mana pegawai lain yang perlu bagi maksud mentadbirkan dan menjalankan peruntukan Akta ini.
(2) Pesuruhjaya, tertakluk kepada apa-apa arahan am atau khas Pihak Berkuasa Negeri, hendaklah menjaga pentadbiran Akta ini dan Bahagian VI dan VII Akta Hakmilik Strata 1985 dan hendaklah melaksanakan apa-apa tugas lain yang dikenakan dan boleh menjalankan apa-apa kuasa yang diberikan kepadanya oleh Akta Hakmilik Strata 1985.
(3) Tertakluk kepada apa-apa arahan am atau khas Pesuruhjaya, kuasa yang diberikan dan tugas yang dikenakan ke atas Pesuruhjaya oleh Akta ini atau mana-mana peraturan yang dibuat di bawah Akta ini boleh dijalankan atau dilaksanakan oleh mana-mana pegawai lain yang dilantik di bawah subseksyen (1).
