s 38 Council may invite others to conferences or meetings
The Council may invite any person to attend any conference or meeting of the Council for the purpose of advising or assisting it on any matter under discussion.

Majlis boleh mengundang mana-mana orang untuk menghadiri mana-mana persidangan atau mesyuarat Majlis bagi maksud menasihati atau membantunya tentang apa-apa perkara yang sedang dibincangkan.
