s 74 Expenditure and preparation of estimates
(1) The expenditure of the Institute up to such amount as may be authorized by the Minister for any one year shall be defrayed out of the Fund.
(2) Before 1 September of each year, the Institute shall submit an estimate of its expenditure, including the expenditure for research and development programmes, for the following year in such form and containing such particulars as the Minister may direct.
(3) The Minister shall, before 1 January of the following year, notify the Institute of the amount authorized for expenditure generally or of the amount authorized for each description of expenditure based on the estimate prepared under subsection
(2).
(4) The Institute may, at any time, submit to the Minister a supplementary estimate of its expenditure for any one year and the Minister may allow the whole or any part of the additional expenditure included therein.

Perbelanjaan dan penyediaan anggaran
(1) Perbelanjaan Institut setakat apa-apa amaun yang dibenarkan oleh Menteri bagi mana-mana satu tahun hendaklah dibayar daripada Kumpulan Wang.
(2) Sebelum 1 September setiap tahun, Institut hendaklah mengemukakan satu anggaran perbelanjaan, termasuk perbelanjaan bagi program penyelidikan dan pembangunan, bagi tahun yang berikutnya dalam apa-apa bentuk dan mengandungi apa-apa butiran sebagaimana yang diarahkan oleh Menteri.
(3) Menteri hendaklah, sebelum 1 Januari tahun yang berikutnya, memberitahu Institut amaun yang dibenarkan bagi perbelanjaan pada amnya atau amaun yang dibenarkan bagi setiap jenis perbelanjaan berdasarkan anggaran yang disediakan di bawah subseksyen (2).
(4) Institut boleh, pada bila-bila masa, mengemukakan kepada Menteri suatu anggaran perbelanjaan tambahan bagi mana-mana satu tahun dan Menteri boleh membenarkan keseluruhan atau mana-mana bahagian perbelanjaan tambahan dimasukkan dalam anggaran perbelanjaan tambahan itu.
