(1) The Council may, subject to such conditions, limitations or restrictions as it deems fit to impose, delegate any of its functions and powers, except the power to make regulations under section 43, to—
(a) the Chairman of the Council;
(b) any member of the Council appointed under paragraph 3(2)(b) to (i); and
(c) a committee established under section 11.
(2) Any person or committee delegated with such functions and powers shall conform and have regard to all conditions and restrictions imposed by the Council and all requirements, procedures and matters specified by the Council.
(3) Any function or power delegated under this section shall be performed and exercised in the name and on behalf of the Council.
(4) The delegation under this section shall not preclude the Council itself from performing or exercising at any time any of the delegated functions and powers.

Pewakilan fungsi dan kuasa
(1) Majlis boleh, tertakluk kepada apa-apa syarat, batasan atau sekatan sebagaimana yang disifatkannya patut untuk dikenakan, mewakilkan mana-mana fungsi dan kuasanya, kecuali kuasa untuk membuat peraturan-peraturan di bawah seksyen 43, kepada—
(a) Pengerusi Majlis;
(b) mana-mana anggota Majlis yang dilantik di bawah perenggan 3(2)(b) hingga (i); dan
(c) sesuatu jawatankuasa yang ditubuhkan di bawah seksyen 11.
(2) Mana-mana orang atau jawatankuasa yang diwakilkan dengan apa-apa fungsi dan kuasa hendaklah menepati dan mengambil kira semua syarat dan sekatan yang dikenakan oleh Majlis dan semua kehendak, tatacara dan perkara yang dinyatakan oleh Majlis.
(3) Apa-apa fungsi atau kuasa yang diwakilkan di bawah seksyen ini hendaklah dilaksanakan dan dijalankan atas nama dan bagi pihak Majlis.
(4) Pewakilan di bawah seksyen ini tidaklah menghalang Majlis daripada melaksanakan atau menjalankan sendiri pada bila-bila masa mana-mana fungsi dan kuasa yang diwakilkan.
