(1) After considering an application under section 22 and any additional document or information supplied pursuant to section 23, if any, the Registrar shall—
(a) register a person to be a person with disability if he is satisfied that the person who is the subject of the application is a person with disability; or
(b) refuse to register a person as a person with disability if he is satisfied that the person is not a person with disability.
(2) A person aggrieved by the decision of the Registrar under paragraph 1(b) may appeal to the Minister and the decision of the Minister shall be final.

Pendaftaran dan keengganan untuk mendaftar
(1) Selepas mempertimbangkan permohonan di bawah seksyen 22 dan apa-apa dokumen atau maklumat tambahan yang diberikan menurut seksyen 23, jika ada, Pendaftar hendaklah—
(a) mendaftarkan seseorang sebagai orang kurang upaya jika dia berpuas hati bahawa orang yang menjadi subjek permohonan itu merupakan orang kurang upaya; atau
(b) enggan untuk mendaftarkan seseorang sebagai orang kurang upaya jika dia berpuas hati bahawa orang itu bukan orang kurang upaya.
(2) Seseorang yang terkilan dengan keputusan Pendaftar di bawah perenggan (1)(b) boleh merayu kepada Menteri dan keputusan Menteri adalah muktamad.
