s 4 Extra-territorial application
(1) This Act shall, in relation to any person, whatever his nationality or citizenship, have effect outside as well as within Malaysia, and where an offence under this Act is committed by any person in any place outside Malaysia, he may be dealt with in respect of such offence as if the offence was committed at any place within Malaysia.
(2) For the purposes of subsection (1) and in relation to the transmission of strategic technology, this Act shall apply if, for the offence in question, the transmission of the strategic technology utilized any equipment or device located in Malaysia or was routed through any equipment or device located in Malaysia.

Pemakaian luar wilayah
(1) Akta ini hendaklah, berhubung dengan mana-mana orang, walau apa pun kerakyatan atau kewarganegaraannya, mempunyai kuat kuasa di luar dan juga di dalam Malaysia, dan jika suatu kesalahan di bawah Akta ini dilakukan oleh mana-mana orang di mana-mana tempat di luar Malaysia, dia boleh diuruskan berkenaan dengan kesalahan sedemikian seolah-olah kesalahan itu telah dilakukan di mana-mana tempat dalam Malaysia.
(2) Bagi maksud subseksyen (1) dan berhubung dengan penghantaran teknologi strategik, Akta ini hendaklah terpakai jika, bagi kesalahan yang berkenaan, penghantaran teknologi strategik itu menggunakan apa-apa kelengkapan atau peranti yang terletak di Malaysia atau disalurkan menerusi apa-apa kelengkapan atau peranti yang terletak di Malaysia.
