s 48 Minister may make regulations
(1) Subject to subsection (2), the Minister may make regulations in respect of agreements between licensees and foreign postal service providers.
(2) The Minister shall only make regulations which are intended to prevent or mitigate—
(a) any conduct by foreign service providers which will, or is likely to lead to, a substantial lessening of competition in the postal market; or
(b) the misuse of market power in the postal market.

Menteri boleh membuat peraturan-peraturan
(1) Tertakluk kepada subseksyen (2), Menteri boleh membuat peraturan-peraturan berkenaan dengan perjanjian antara pemegangpemegang lesen dengan pemberi perkhidmatan pos asing.
(2) Menteri boleh membuat peraturan-peraturan yang diniatkan untuk menghalang atau mengurangkan—
(a) apa-apa perlakuan oleh pemberi perkhidmatan asing yang akan, atau mungkin akan mengakibatkan, pengurangan persaingan dengan cukup besar dalam suatu pasaran pos; atau
(b) salah guna kuasa pasaran dalam suatu pasaran pos.
