s 18 Powers of the Commission
(1) The Commission shall have the power to do all things necessary or expedient for or in connection with the performance of its functions under this Act.
(2) Without prejudice to the generality of subsection (1), the powers of the Commission shall include the power—
(a) to carry on all activities which appears to the Commission to be requisite, advantageous or convenient for or in connection with the performance of its functions;
(b) to co-operate or act in association with any government agency, any company or corporation, or any body or person, whether local or foreign;
(c) to require the furnishing of information by the stakeholders in the civil aviation industry to assist the Commission in the performance of its functions;
(d) to utilise all the property of the Commission, movable and immovable, in such manner as the Commission thinks expedient including the raising of loans by mortgaging such property;
(e) to appoint such agents, experts or consultants as the Commission thinks fit for the purpose of performing its functions;
(f) to impose fees, costs, or any other charges as the Commission thinks fit for services rendered by the Commission;
(fa) to impose and collect charges on passengers at airports in Malaysia for regulatory services rendered by the Commission pursuant to this Act;
(g) to formulate and implement human resource development and funding and co-operation programmes for the proper and effective performance of its functions;
(h) to grant loans and scholarships to employees of the Commission for such purposes as may be approved by the Minister;
(i) to publish and disseminate information about matters relevant to the functions of the Commission; and
(j) to do anything incidental to any of its functions and powers.

Kuasa Suruhanjaya
(1) Suruhanjaya hendaklah mempunyai kuasa untuk melakukan segala benda yang perlu atau suai manfaat bagi atau berkaitan dengan pelaksanaan fungsinya di bawah Akta ini.
(2) Tanpa menjejaskan keluasan subseksyen (1), kuasa Suruhanjaya hendaklah termasuk kuasa—
(a) untuk menjalankan segala aktiviti yang didapati Suruhanjaya perlu, berfaedah atau mudah bagi atau berkaitan dengan pelaksanaan fungsinya;
(b) untuk bekerjasama atau bertindak bersama-sama dengan mana-mana agensi kerajaan, mana-mana syarikat atau perbadanan, atau mana-mana badan atau orang, sama ada tempatan atau asing;
(c) untuk menghendaki pemberian maklumat oleh pihak berkepentingan dalam industri penerbangan awam bagi membantu Suruhanjaya dalam pelaksanaan fungsinya;
(d) untuk menggunakan segala harta Suruhanjaya, alih dan tak alih, mengikut apa-apa cara yang difikirkan suai manfaat oleh Suruhanjaya termasuklah pemerdapatan pinjaman dengan menggadaijanjikan harta itu;
(e) untuk melantik mana-mana ejen, pakar atau perunding yang Suruhanjaya fikirkan patut bagi maksud pelaksanaan fungsinya;
(f) untuk mengenakan fi, kos, atau apa-apa caj lain yang Suruhanjaya fikirkan patut bagi perkhidmatan yang diberikan oleh Suruhanjaya;
(fa) untuk mengenakan dan memungut caj ke atas penumpang di lapangan terbang di Malaysia bagi perkhidmatan pengawalseliaan yang diberikan oleh Suruhanjaya menurut Akta ini;
(g) untuk merumuskan dan melaksanakan pembangunan sumber manusia dan pembiayaan dan program kerjasama bagi pelaksanaan fungsinya secara patut dan berkesan;
(h) untuk memberikan pinjaman dan biasiswa kepada pekerja Suruhanjaya bagi apa-apa maksud yang diluluskan oleh Menteri;
(i) untuk menyiarkan dan menyebarkan maklumat mengenai perkara yang berkaitan dengan fungsi Suruhanjaya; dan
(j) untuk melakukan apa-apa benda yang bersampingan dengan mana-mana fungsinya dan kuasanya.
