s 27 Public Service Fund
(1) A fund to be known as the “Public Service Fund” to be administered and controlled by the Commission is established.
(2) The Public Service Fund shall consist of—
(a) such sums as may be provided by the Parliament for the purpose of funding public service obligations; and
(b) all other moneys lawfully received by the Commission for the purpose of funding public service obligations.
(3) The Public Service Fund shall be expended for the purposes of paying any airlines performing public service obligations and any expenditure lawfully and directly incurred by the Commission in administering and managing the public service obligations.

Kumpulan Wang Perkhidmatan Awam
(1) Suatu kumpulan wang yang dikenali sebagai “Kumpulan Wang Perkhidmatan Awam” yang hendaklah ditadbirkan dan dikawal oleh Suruhanjaya ditubuhkan.
(2) Kumpulan Wang Perkhidmatan Awam hendaklah terdiri daripada―
(a) apa-apa jumlah wang yang diperuntukkan oleh Parlimen bagi maksud membiayai obligasi perkhidmatan awam; dan
(b) semua wang lain yang diterima secara sah oleh Suruhanjaya bagi maksud membiayai obligasi perkhidmatan awam.
(3) Kumpulan Wang Perkhidmatan Awam hendaklah dibelanjakan bagi maksud membayar mana-mana syarikat penerbangan yang melaksanakan obligasi perkhidmatan awam dan apa-apa perbelanjaan yang dilakukan secara sah dan secara langsung oleh Suruhanjaya dalam pentadbiran dan pengurusan obligasi perkhidmatan awam.
