s 24 Report to Commission
(1) A user may make a report to the Commission in such form and manner as may be determined by the Commission—
(a) regarding any content which he believes is a harmful content available on the service of a licensed applications service provider or licensed content applications service provider regardless of whether a report has been made by him under section 21 to the licensed applications service provider or licensed content applications service provider regarding the same content; or
(b) regarding any content which he believes is a harmful content available online other than on the service of a licensed applications service provider or licensed content applications service provider.
(2) Upon receipt of the report made under subsection (1), the Commission shall within the period as may be prescribed—
(a) acknowledge receipt of the report;
(b) notify in writing the status of the report to the user who made the report; and
(c) assess the report.
(3) Upon assessment of the report made under subsection (1), the Commission shall dismiss the report if the Commission—
(a) is of the opinion that the report is frivolous, vexatious or not made in good faith or the subject matter of the report is trivial; or
(b) determines that the subject matter of the report is or has already been the subject matter of another report made to the Commission.
(4) Where the report is dismissed under subsection (3), the Commission shall notify in writing the user who made the report of such dismissal.
(5) The user who is aggrieved by the dismissal of the report under subsection (3) may, by request to the Commission, inquire into the dismissal from the Commission within the period as may be prescribed and give reasons as to why his report should not be dismissed by the Commission.
(6) Upon receipt of the inquiry together with the reasons from the aggrieved user under subsection (5), the Commission may review its decision made under subsection (3) and decide whether the dismissal should be maintained or further action should be taken under section 25.
(7) Any decision of the Commission made under subsection (6) in respect of the inquiry shall be notified in writing to the aggrieved user within the period as may be prescribed.

Laporan kepada Suruhanjaya
(1) Seseorang pengguna boleh membuat laporan kepada Suruhanjaya dalam bentuk dan mengikut cara sebagaimana yang ditentukan oleh Suruhanjaya—
(a) berkenaan dengan apa-apa kandungan yang dipercayainya ialah kandungan memudaratkan yang terdapat dalam perkhidmatan pemberi perkhidmatan aplikasi berlesen atau pemberi perkhidmatan aplikasi kandungan berlesen tidak kira sama ada suatu laporan telah dibuat olehnya di bawah seksyen 21 kepada pemberi perkhidmatan aplikasi berlesen atau pemberi perkhidmatan aplikasi kandungan berlesen itu berkenaan dengan kandungan yang sama; atau
(b) berkenaan dengan apa-apa kandungan yang dipercayainya ialah kandungan memudaratkan yang terdapat dalam talian selain dalam perkhidmatan pemberi perkhidmatan aplikasi berlesen atau pemberi perkhidmatan aplikasi kandungan berlesen.
(2) Apabila menerima laporan yang dibuat di bawah subseksyen (1), Suruhanjaya hendaklah dalam tempoh sebagaimana yang ditetapkan—
(a) mengaku terima penerimaan laporan itu;
(b) memberitahu secara bertulis status laporan itu kepada pengguna yang membuat laporan itu; dan
(c) menilai laporan itu.
(3) A p a b i l a m e n i l a i l a p o r a n y a n g d i b u a t d i b a w a h subseksyen (1), Suruhanjaya hendaklah menolak laporan itu jika Suruhanjaya—
(a) berpendapat bahawa laporan itu bersifat remeh, menyusahkan atau tidak dibuat dengan suci hati atau hal perkara laporan itu adalah kecil; atau
(b) menentukan bahawa hal perkara laporan itu menjadi atau telah menjadi hal perkara suatu laporan lain yang dibuat kepada Suruhanjaya.
(4) Jika laporan itu ditolak di bawah subseksyen (3), Suruhanjaya hendaklah memberitahu secara bertulis pengguna yang membuat laporan itu mengenai penolakan itu.
(5) Pengguna yang terkilan dengan penolakan laporan di bawah subseksyen (3) boleh, melalui permintaan kepada Suruhanjaya, membuat pertanyaan mengenai penolakan itu kepada Suruhanjaya dalam tempoh sebagaimana yang ditetapkan dan memberikan sebab mengapa laporannya tidak patut ditolak oleh Suruhanjaya.
(6) Apabila menerima pertanyaan bersama-sama sebab daripada pengguna yang terkilan di bawah subseksyen (5), Suruhanjaya boleh mengkaji semula keputusannya yang dibuat di bawah subseksyen (3) dan memutuskan sama ada penolakan itu patut dikekalkan atau tindakan lanjut patut diambil di bawah seksyen 25.
(7) Apa-apa keputusan Suruhanjaya yang dibuat di bawah subseksyen (6) berkenaan dengan pertanyaan itu hendaklah diberitahu secara bertulis kepada pengguna yang terkilan itu dalam tempoh sebagaimana yang ditetapkan.
