s 28 Inconsistency between action by licensed applications service provider or licensed content applications service provider and written instruction or determination of Commission
Where a user makes a report to a licensed applications service provider or licensed content applications service provider under section 21 and at the same time makes a report to the Commission under section 24 regarding the same content which the user believes is a harmful content, and there is inconsistency between the action taken by the licensed applications service provider or licensed content applications service provider under section 22 or 23 and the written instruction issued by the Commission under subsection 25(1) or section 27 or the determination made by the Commission referred to in subsection 25(5) in respect of the report, the written instruction issued or the determination made by the Commission shall prevail.

Ketidakselarasan antara tindakan oleh pemberi perkhidmatan aplikasi berlesen atau pemberi perkhidmatan aplikasi kandungan berlesen dengan suruhan bertulis atau penentuan Suruhanjaya
Jika seseorang pengguna membuat laporan kepada pemberi perkhidmatan aplikasi berlesen atau pemberi perkhidmatan aplikasi kandungan berlesen di bawah seksyen 21 dan pada masa yang sama membuat laporan kepada Suruhanjaya di bawah seksyen 24
berkenaan dengan kandungan yang sama yang pengguna itu percaya ialah kandungan memudaratkan, dan terdapat ketidakselarasan antara tindakan yang diambil oleh pemberi perkhidmatan aplikasi berlesen atau pemberi perkhidmatan aplikasi kandungan berlesen di bawah seksyen 22 atau 23 dengan suruhan bertulis yang dikeluarkan oleh Suruhanjaya di bawah subseksyen 25(1) atau seksyen 27 atau penentuan yang dibuat oleh Suruhanjaya yang disebut dalam subseksyen 25(5) berkenaan dengan laporan itu, suruhan bertulis yang dikeluarkan atau penentuan yang dibuat oleh Suruhanjaya hendaklah terpakai.
