(1) The members of the Board shall appoint a Chairman who will preside over the Board and the Council.
(2) Any member of the legislature, or any person who is actively involved in politics or registered with any political party, or any member of the public services, shall not be appointed as the Chairman.
(3) The Chairman shall be deemed to be a member of the Council, and shall have a casting vote in all deliberations of the Board and the Council.
(4) A Deputy Chairman shall be elected by the members of the Board from among themselves.
(5) Where the Chairman is unable to perform his functions for any reason, or during any period of vacancy in the office of the Chairman, the Deputy Chairman shall perform the functions of the Chairman.

Pengerusi
(1) Anggota Lembaga hendaklah melantik seorang Pengerusi yang akan mengetuai Lembaga dan Majlis.
(2) Mana-mana anggota badan perundangan, atau mana-mana orang yang terlibat secara aktif dalam politik atau berdaftar dengan mana-mana parti politik, atau mana-mana anggota perkhidmatan awam, tidak boleh dilantik sebagai Pengerusi.
(3) Pengerusi hendaklah disifatkan sebagai ahli Majlis, dan hendaklah mempunyai undi pemutus dalam semua pertimbangtelitian Lembaga dan Majlis.
(4) Seorang Timbalan Pengerusi hendaklah dipilih oleh anggota Lembaga dalam kalangan mereka.
(5) Jika Pengerusi tidak dapat melaksanakan fungsinya kerana apa-apa sebab, atau dalam apa-apa tempoh kekosongan jawatan Pengerusi, Timbalan Pengerusi hendaklah melaksanakan fungsi Pengerusi.
