Section 12
SEC. 12. Pending the appointment of a judge for the Court of First Instance of Quezon City, which, for the purposes hereof, shall be deemed to belong to the Fourth Judicial District, the cases elevated to it either by appeal or otherwise, as well as those originally triable therein shall be heard and decided by any judge of the Court of First Instance of Rizal whom the Secretary of Justice may designate, and the judge so designated is authorized to hear and decide such cases either in the Province of Rizal or in Quezon City.
