Section 13
SEC. 13. This Act shall take effect upon its approval, except section ten hereof which shall take effect as of July first, nineteen hundred and forty: Provided, That cases pending in the existing justice of the peace court of Quezon City and those corresponding to Quezon City pending in the Court of First Instance of Rizal, on the date of the approval of this Act, shall, when trial on the merits of such cases has been started in said courts, be governed by the provisions of the laws in force before the approval of this Act.
