Right to Vote in National Elections.

Section 23

SEC. 23. Right to Vote in National Elections. - Seafarers who are qualified and registered votes may vote in national elections, as well as in all national referenda and plebiscites, in accordance with the provision of Republic Act No. 9189, otherwise known as "The Overseas Absentee Voting Act of 2013", as amended by Republic Act No. 10590.
