Establishment of city government.

Section 40

SEC. 40. Establishment of city government.—The city government provided for in this charter shall be organized immediately after the appointment and qualification of the City Mayor and a majority of the members of the city council. Pending the next general elections for provincial and municipal officials, the offices of the elective members of the city council shall be filled by appointment of the President of the Philippines, with the consent of the Commission on Appointments.
