SEC. 6. The first paragraph of Section twenty-Four of the same Act, as amended by Republic Act Numbered Twenty-six hundred forty-nine, is further amended to read as follows: "SEC. 24. The City Engineer, his powers, duties and compensation.&mdashThere shall be a city engineer who shall be in charge of the department of engineering. He shall receive a salary of twelve thousand pesos per annum. There shall be an assistant city engineer who shall receive a salary of nine thousand pesos per annum. He shall perform the duties and exercise the powers of the city engineer in the event of sickness, absence or other temporary incapacity of the city engineer. The city engineer shall have the following powers and duties:"
