SEC. 7. The first paragraph of Section twenty-seven of same Act, as amended by Republic Act Numbered Twenty-six hundred forty-nine, is further amended to read as follows: "SEC. 27. Powers and duties of the City Treasurer.&mdashThere shall be a city treasurer with a salary of twelve thousand pesos per annum, who shall have charge of the department of finance and shall act as chief fiscal officer and financial adviser of the city and custodian of its funds. There shall be an assistant city treasurer who shall receive a salary of nine thousand pesos per annum. He shall perform the duties and exercise the powers of the city treasurer in the event of sickness, absence or other temporary incapacity of the city treasurer.
