SEC. 10. The first paragraph of Section forty-two of the same Act, as amended by Republic Act Numbered Twenty-six hundred forty-nine, is further amended to read as follows: "SEC. 42. Powers and duties of the City Health Officer.&mdashThere shall be a city health officer with a salary of twelve thousand pesos per annum, who shall have charge of the health department. There shall be an assistant city health officer who shall receive a salary of nine thousand pesos per annum. He shall perform the duties and exercise the powers of the city health officer in the event of sickness, absence or other temporary incapacity of the city health officer. The city health officer shall have the following general powers and duties:"
