s 78A Appeal against refusal of consent under Article 78
(1) An appeal against a decision of the RQIA under Article 78 shall lie to the Care Tribunal. (2) On an appeal the Care Tribunal may confirm the decision of the RQIA or direct it to give the consent in question.
