Where it appears to an authority that a child within the authority's area is in need, the authority may assess his needs for the purposes of this Order at the same time as any assessment of his needs is made under— (a) the Chronically Sick and Disabled Persons (Northern Ireland) Act 1978 ; (b) the Education (Northern Ireland) Order 1996 ; (c) the Disabled Persons (Northern Ireland) Act 1989 ; or (d) any other statutory provision.
