(4) In the application to Northern Ireland of section 21(5) of this Act, the reference to Part VI of the Road Traffic Act 1960 shall be construed as a reference to Part II of the Motor Vehicles and Road Traffic Act (Northern Ireland) 1930 as amended or re-enacted (with or without modification) by any subsequent enactment of the Parliament of Northern Ireland for the time being in force. (5) Proceedings in respect of any offence under this Act shall not be instituted in Northern Ireland except— (a) by the Minister; or (b) by or with the consent of the Director of Public Prosecutions for Northern Ireland.
