In this Part— “lay person” means an individual who— is not and never has been a registered person, and is not and never has been entitled to apply to be registered in the register or the supplementary veterinary register; “registered person” means an individual who— is registered, or entitled to be registered, in the register otherwise than under section 7 (temporary registration), or is registered, or entitled to be registered, in the supplementary veterinary register.
