(1) Any power of the Privy Council to make orders under the provisions of this Act ... shall be exercisable by statutory instrument. (2) Except as provided in subsection (3) below, any statutory instrument containing an Order in Council or order of the Privy Council under any provision of this Act shall be subject to annulment in pursuance of a resolution of either House of Parliament.
