Sch 4 para 1
(1) The Police Complaints Authority shall consist of a chairman and not less than 8 other members. (2) The chairman shall be appointed by Her Majesty. (3) The other members shall be appointed by the Secretary of State. (4) The members of the Authority shall not include any person who is or has been a constable in any part of the United Kingdom. (5) Persons may be appointed as whole-time or part-time members of the Authority. (6) The Secretary of State may appoint not more than two of the members of the Authority to be deputy chairmen.
